Civil Worker's Union - Industrial
The Civil Worker's Union is not seen in the HL2 game but it plays a pivotal role in the society under the Universal Union in HL2 RP as they give jobs to the workers, and they also make sure that the city has enough supplies to maintain itself, in essence, the CWU is all about making sure that the city is fully supplied with everything that it could need, such as food, clothing, drinks, machinery, and electronics. The CWU also deals with the welfare of the citizens, this is mainly left with the other sector of the CWU, Medical. CWU Medical is always there to help any citizens that have been injured but they are bound by an oath to not help someone if they are affiliated with the Rebellion. The Medical is also there to help any CPs that have been injured due to attack or even something less serious. Finally, the CWU also works with the Biotics, which are Vortigaunts that have been enslaved and forced to work for the Universal Union, the Biotics normally help with carrying items and cleaning, nothing too trivial and nothing that can put them in a position of power. Both the CWU Medical and Industrial have their own unique ranking system but both are controlled by one man and the current Director of the CWU is Daniel Kingston, the director makes all of the decisions in the CWU but can delegate power between higher ranks to control each section of the CWU.
The Civil Worker's Union Industrial is one of the two main sectors of the CWU, the other being Medical, you can easily identify the difference between CWU Industrial workers and CWU Medical workers due to the armband that they wear, Industrial workers wear armbands with CWU-I on and Medical workers wear armbands with CWU-M on and each of them will have their rank on that armband. When joining any sector of the CWU you will be given a Loyalist armband and this which means that you will have more privileges than most citizens and as you progress through the ranks you will become a higher tier of Loyalist each time.
Introduction
This handbook will be your best friend if you wish to join the CWU Industrial as, within it, it will tell you everything that you need to know about the CWU to successfully apply for it and gain the role as a member of the CWU Industrial Sector. This handbook will be split up with different titles for each section, the main things that will be discussed are the ranking system, what the role entails and the details about how the CWU-I works.
Ranking
The ranking system is like any other, is it a hierarchy, there will always be someone in command and if that person is not around the next highest will assume command until the higher rank back. With each rank there comes different levels of responsibility and jobs that need doing. There is always a possibility of ranking up, as long as you show initiative and dedication to the job.
Director- The Director is the overall leader of the CWU both Medical and Industrial, there is only ever one Director at any given time. They are able to distribute power to his higher ranking employees of the CWU, for example, he could put a Senior Manager in charge of the CWU-I. The Director has absolute authority and attends board meetings with the other department heads, such as the Civil Protection Units and the Administration of the City. This rank is not required to do anything other than making sure that all of the employees are in check and that everything is being run perfectly, the Director can choose to help out his employees as it is a wise idea to do so to make the newer employees feel more comfortable.
Senior Manager- This is the next rank after Director and holds power over all of the works in the CWU-I, there can be a maximum of 2 Senior Managers. At this rank, the Director can choose to delegate power to one of the Senior Managers, this means that they would have absolute authority within the CWU-I allowing them to make any major decisions unless they are overruled by the Director. At this rank, you are required to make sure that the stock within the CWU-I HQ and shop is full and to make sure that all of the warehouses are ready at any given time for a work shift, you can command other employees to help you out with setting things up, this will just make it easier and quicker. Senior Managers have to make sure that the employees always have something to do as there will always be something to do, this is the same for the Biotics, Senior Managers are in charge of the Biotics and they must give them jobs or assign them to an area or an employee.
Manager- This rank also has a fair bit responsibility, they are given tasks by the Senior Managers or by the Director that they must do throughout the day, they can they gather some of the employees and put them to work helping with these tasks. This rank must also make sure that the supplies in the CWU-I HQ and shop are full and they must also make sure the warehouses are set up and ready.
Senior Employee- This rank does not have any major responsibilities, they will normally be given the basic jobs such as stocking up the HQ and shop, they will do jobs that are given to them by any higher rank. They will be able to command Employees to help with jobs or whatnot.
Employee- This is the starting rank, they have no responsibilities and will be told by higher ranks what they need to do.

The Regulation of Stores Within the City
This job is crucial and it will normally be handled by the ranks of DIrector, Senior Manager, and Manager but the lower ranks can still also be used for it. There are multiple stores around the city and the CWU-I deals with the regulation of them, each of the stores are sold at different prices but payments are done weekly (Every OOC Week) in order for the citizen to keep the store, if they fall behind on their payments it is the CWU-I's job to report this to the Director who will then get CPs to assist in the repossessing of any possessions within the store, the shop will then go back up for sale to anyone else.
When a citizen buys a store it is very important that you note down their details, when they bought it, how much it cost, when their next payment is due, their full name, citizen number and which shop they bought. Each shop sells different things, some shops can only sell food and drinks, whereas some can selling, food, drinks, and clothing or even higher grade food and drink. When a store is bought the vendor will be given 2 free shipments of food and drink of their choice, so 5 of a type of food and 5 water or high-grade drink depending on the store. It is important that all employees help the vendors in whatever way that they can and if you do not know the answer to something try your best to find out even if it means asking around.
Work-Shifts
Work shifts are one of the many things that the CWU-I does within the city, each employee will have a quota to fill out where they will be required to do a certain amount of work shifts, this quota will be issued by the Director at the start of each week (Every OOC Monday). There are multiple warehouses based around the city but not all work shifts have to be done within the warehouses, for example, if an area needs cleaning or changing the work shift can be moved to that location, but it is important that if the work shift is going to be moved there must be a heightened presence of CPs to make sure that none of the works misbehave or even do something more drastic like attacking someone. There are multiple things that can be done for work shifts, if the city needs more ration making then the CWU-I will be asked to set up a work shift to make some more, another idea is a work shift for the making of request devices or other electronics.
Before setting up a work shift it is important that the warehouse or area is already set up and ready for the work shift, you do not want to gather people up and not have anything for them to do. The next thing that you need to do is find an on-duty CP to come and supervise the work shift, you need at least 1, if you cannot get a CP then you are not doing the work shift, a unit is required to ensure safety for yourself, other employees and the citizens. The next step is to announce to the citizen's, over the city's tannoy, that a work shift is about to begin (Just PM an admin and they will do an event for it), do not forget to detail where the work shift is to take place and then they will all line up, but do not give them too many details about it. Then select a handful of people to take place in the work shift, but don't choose too many or too dew. Once everyone is inside of the warehouse/area you need to politely ask them to allow the CP to search them, yet again this is for everyone's safety and if anyone is taken away by the CP for whatever reason then you need to try and find someone to take their spot. You then need to describe to the citizens what they need to do, and you need to make sure that they do it to the highest standard, and whilst the workers are working you need to get rewards out and ready for them, this can include, food, drink, ration tokens, clothing, and tokens, try not to go too over the top (Try to reward those who do great RP with better rewards and also give a good IC reason). After the shift is over make sure that all of the equipment is accounted for as we cannot have citizen's stealing from us, it could turn out to be very dangerous, you then need to take the supplies in crates to the CWU-I HQ and write a report up about the work shift and put it in the filing cabinet in the HQ, this is so the Director can keep a track of how well you are doing and make sure that you are meeting your weekly quota.
One final point to make is that if you are starting out and are of the rank of Employee, it is important that you do your first couple of work shifts with supervision and if you ever get stuck and don't know what to do just asking someone, never be afraid to ask someone, the CWU is all about helping each other.
In Regard to Biotics
If you are of the rank of Employee or Senior Employee and you see a Biotic walking around the city not doing much or one approaches you asking for a job to do you should radio for the highest on-duty rank as it is something for them to deal with. As you progress through the ranks you will be taught on how to deal with Biotics.
Running the CWU-I Shop
This final section but that does not mean that it is not important. The running of the CWI-I shop is very important as it allows citizens to buy clothing, backpacks etc and shipments for stores but these shipments can only be sold to store owners, not to normal citizens. It is important that the shop's containers are always topped up (There is a salesman in the shop where you can buy shipments of these items, you will buy these out of your own money, this is part of a system which will be explained when you are accepted for CWU-I). One worker must always be in the shop at all times in case a citizen needs to buy something unless you are told otherwise by the highest on-duty rank.
In Regards to Anti-Citizens
Sometimes Anti-Citizens might come to you and ask for help since they have most likely are in trouble with the Universal Union DO NOT HELP THEM. They are enemies of the state and if you are caught helping Anti-Citizens then you will be thrown out of the CWU, blacklisted from joining either section and possibly even executed for treason and assisting the rebellion. If you catch another employee helping an Anti-Citizen you should report them to the Director immediately, do not confront them about it.
