City Administration
Introduction
In HL2RP, city administration is a semi-important role. The faction usually only accepts trusted members of the community, that have been around for some time. The faction also looks for excellent role players with an amazing grasp of the English language and grammar, this is due to the importance of the role. City administrators usually consist of a select few who authorise changes in the city, give broadcasts and other general roleplay. Your name will be known by everyone, as you and your colleagues are the faces of City 17. It is advised that you also have a look at the civil protection handbook with this role.
Administration Cannon
The city administration team is a select few of highly intelligent humans, who are pro-union. They usually consist of a group of males and females. The administration team are the Union's puppets, making it seem like they have true power. Administrators are an illusion to citizens and civil protection alike that they have a friend, and that becoming a loyalist can truly make you happier. City Administrators (contrary to popular belief) are expendable and do not warrant Autonomous Judgement Waivers upon death. Judgement Waivers are completely controlled and authorised by the combine, and only appear to the citizens that the administration team has authorised this task. The administration team are the only humans who regularly communicate with the Combine.
Most of the cities administration team were involved in the seven-hour wars peace treaty. This treaty was to stop the destruction of mankind but at a cost of humanities enslavement. Due to this noble event, the Combine set foot to making these humans have superiority, and rule the civilisation the combine has given the Earth. The rarer way of becoming an administrator was to work your way up the loyalist system, however doing this method is looked down upon by fellow administration workers.
Becoming an administrator of the city involves different jobs being maintained. A specific job is controlled by a specific administration sector. There are three main sectors in the administration board, all which play a key role in making the team have "full control" over the city.
Administration Sectors
There are three key administration sectors in Hl2RP, lots of them can be altered and adjusted to the characters needs. Keep in mind that these sectors are not ranks in the administration team, and you don't work your way up them.
Executive-The head role of the administration team. He/She are commonly known as "The administrator" by citizens and civil protection alike. He is the main face of the city, and the most common to passively broadcast to the citizens. Their job is typically to comfort and speak to citizens, almost like they are speaking to them personally. They usually are masters of propaganda and persuasion, as they sometimes need to speak to an anti-citizen/rouge civil protection unit. The executive is a handsome and mentally fit human and attempt to provide a role model to an average citizen. Their office is on the top floor of the Nexus, this is where their main control panel and broadcast panel are located. They are still not authorised to use this panel without the combine informing him to do so. The executive attends all board meetings by the administration team. With checkups on the progress the other administrators are making, with this they need to make sure everyone is on track with the progress they are making in their faculties. These checkup meetings usually take place when the executive decides to call one. It can consist of the Civil Workers Union and other key roles in the city. The executive will usually get calls from the Sentinel, asking for authorisation for a ration shutdown procedure, you then need to pass on these procedures to civil protection units if you see fit. The Executive has to deal with anti-citizen ration protocols, with shutdowns to the ration distribution terminal after large anti-civil activity. This is done to send a message to the citizens. After this protocol is executed, the executive usually broadcasts to the citizens of the city, explaining his actions. The executive also has to deal with sector shutdowns, this is usually called upon by the combine, and shuts down a certain area of the city for a length of time. Sector shutdowns also come with a broadcast to the city, with the reasoning for the shutdown. The executive can also carry out some of the roles of the other administrative sectors if needed
Sentinel-The sentinel is the citizens and civil protection welfare personnel. They are commonly known by citizens as the "Giver" and are seen to be a kind figure by most, however, like all administrators they are just puppets of the combine. The sentinel job is mainly ration distribution documents. However, they also deal with citizen housing conditions and food quality. The ration documents are needed to be filed when the Civil Workers Union creates the ration packets. The ration packets are sent up to the higher nexus. Some may go through quality inspection. They are then loaded by workers(Usually BIOTICS) into the ration distribution pipes. As the pipes are being loaded, the CWU member then hands the documents to the Sentinel. They check the amount of ration packets made and how long these will last in the city before a restock is needed. If rations are not loaded by the CWU on time, the Sentinel will then have to call the ration distribution terminal to be shut down to the main city executive, and following would be a broadcast to the citizens from the sentinel, explaining the ration shutdown. The Sentinel does not deal with ration closures due to anti-citizenbehaviorr, that is purely done by the executive. The sentinel deals with standard house condition checks, these checks are usually done by a citizen who has been authorised to do so. They will take a ratio of a certain amount of citizens in an area over a length of time, and then take the count of the housing space available. If these numbers collide then more housing/less housing can be issued. This procedure is usually done to target the amount of homeless citizens who take up civil protections time and resources. The house condition checks are then passed onto a CWU member who then takes action on the data collected.
Ambassador-The ambassador is known to most civil protection units as the "Head". They're typically in charge of "detective work" on anti-citizens. They gather the most recent information from civil protection units, they research and put together the clues, the ambassador is also in charge of major anti-citizen interrogations. They are the less seen face of city 17, with rare broadcasts. They strike fear into most citizens with usually a rough look and personality. The ambassador gets the information from rank leader civil protection units and intention one units. They can get them sent up at any time for questioning on what they know about anti-citizens. They then document this information and get to work, their knowledge of their findings is usually the backbone to most resistance base findings, but they also use their knowledge to detect anti-citizen rebel frequencies and crack codes. They then send their new found information up to the executive, to keep them informed. Then the information is passed down to the civil protection force, usually by a board meeting with a high ranking overwatch soldier or rank leader. The ambassador is the first member of the administration board to be notified about a anti-citizen with high up information. On the ambassadors call, they can have the citizen sent up to the executives office by a portable combine prisoner pod, where interrogation can take place. On the other hand he can have the anti-citizen manually brought up to him in the upper nexus by overwatch soldiers.
General Roleplay
The administration team typically spends most of their time in the upper nexus, proceeding with the sector community roles they have to fulfil. You will be given your own office on faction startup, where you can decorate it how your character would like. Board meetings will be called by the executive, and they can be held where he sees fit, sometimes this involves it being called in the main CWU office. If so you will need to leave the upper nexus to get there, however you will need at least two overwatch officers per person to guide you safely to your destination, as you are high priority humans. What goes on in the meetings can affect the server, however the main commands and controls that your player acts are still authorised by the combine(aka superadmins of the server). As the any administration member, you can broadcast in the nexus when you see fit. As an executive, this could just be for a daily citizen update. The administration team usually wears smart attire(suits). These can be altered and changed to the administrators need at anytime. If you need your suit changing, this should be role played, and your character should actually be measured up for a suit before calling an admin of the server to change your played model. Administrators are cleanly presented with washing and shaving being necessary. They also get given luxury meals from the union, and are very healthy. Administrators don't typically go into the lower nexus without an OTA present, as civil protection members may be a threat. And remember, you are the administrator of the city, so you can take charge of a situation and tell people what to do(It's your job!)
